The email host is notified when to activate the unique, privacy-protecting Over-21 email address. This address often uses the same username as a user's primary email address, but with a unique Over-21 domain name that is only available to verified adults of one specific email host.

An email host rents a unique domain name from Over-21 for a nominal fee of $1.00 US per year.

Identification Documents: The documents include a picture ID and a government ID. Whatever items may become required or wanted by the email host are easy to incorporate.
Private Email Usage: The applicant has sworn under oath that their email addresses as identified on the notary document will be secured and inaccessible to all others at all times.
Document in Public Domain: The document redacted of the applicant's identification and possessing no personal data is declared by the applicant as free to enter the public domain, which is the document's intented purpose when proving the applicant's adult status.
